Who are PVTG?

  • PVTGs are a more vulnerable group among tribal groups in India.
  • Depend on hunting for food.
  • Have pre-agriculture level technologies.
  • Zero to negative population growth.
  • Extremely low levels of literacy.
  • Need greater support and development.
  • Physically isolated.
  • Absence of written language.

History backgroung

  • In 1973, the Dhebar Commission recommended to create a Primitive Tribal Groups(PTGs) as a separate category, who are less developed among the tribal group.
  • In 1975, the Government of the India started to identify the most vulnerable tribal groups as a separate category called PTGs (primitive tribal groups).
  • In 2006 the Government of India renamed the PTGs as PVTGs.
  • According to 2011 cencus, total of 75 PVTGs out of 705 Scheduled Tribes spread across 17 states and one Union Territory(UT) in the country.
  • The highest number being found in Odisha.

Criteria for PVTG

  • Pre-agriculture level of technology
  • Low level of literacy
  • Economic backwardness
  • A declining or stagnant population
  • Absence of written language

Population

  • In India, tribal population makes up for 8.6% of the total population. Tribal people live in about 15% of the geographical area of the country. The places they live vary from plains,forests, hills, inaccessible areas etc. PVTGs are scattered in different geographical areas of the country. According to the 2001 census, the PVTGs population is approximately. 27,68,322. There are 12 PVTGs having a population above 50,000 and the remaining groups have a population of 1000 or less. The PVTG of Sahariyas has the highest population of 4,50,217, while the PVTGs of Sentinelets and Andamanese has a very small population of 39 and 43, respectively.

PM JANMAN scheme

The PM JANMAN mission was announced by Prime Minister Narendra Modi on Janjatiya Gaurav Diwas in Jharkhand to extend support for the development of the 75 PVTGs.The Reang community in Tripura, one of the 75 Particularly Vulnerable Tribal Groups (PVTGs) in the country, would be provided housing with basic facilities under the Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM JANMAN) which was announced last month.

Total amount, Rs 15,336 crore and a separate Rs 8,768 crore would be sanctioned under the Development of Particularly Vulnerable Tribal Groups in Scheduled Areas (DAPST) Mission from 2023-24 till 2025-26.
